The E-mail meeting of the Executive Council of the Green Party of Nevada
is an ongoing meeting. Minutes will be published every two weeks that
will document decisions made and discussions held during this ongoing
online meeting. This E-mail meeting is meant to supplement the regular
face-to-face meetings of the Executive Council of the Green Party of
Nevada. If non-Executive Council registered Greens would like to
participate in this meeting, please contact an Executive Council
member, e-mail gpnv at clarkcountygreens.org, or join us at the next
Executive Council face-to-face meeting. Please distribute this to all
registered Green Party of Nevada members.

Description: The Green Party of Nevada needs its own credit card in
order to sign up for the VoiceNation voicemail service.
Action: Forms filed and awaiting credit card account approval from bank.
VI. CO-CHAIRS TO BE OBSERVERS ON GPUS NATIONAL COMMITTEE
Status: Adopted
Description: Two co-chair positions become observers on Green Party of
the United States National Committee e-mail lists.
Action: Jason Halprin is now an observer on both e-mail lists.

Background

Up until this point, most registered Greens haven't had access to the
Executive Council and the decision-making process of the Green Party of
Nevada. It is very important to be as transparent and as democratic as
possible and it is therefore important that registered Greens be
invited to participate in the decision-making process of the Executive
Council of the GPNV. By providing information on nevadagreenparty.org
about current Executive Council discussions and decisions, registered
Greens will have more information with which to participate and
contribute to these discussions.

II. STATE MEETING VENUE
Status: Adopted
Description:
Prosposal
-----------
Seeing as the Green Party of Nevada does not have lots of money and most
registered Greens live in Clark County, I propose that we reserve the
multipurpose room in the Las Vegas Library (833 Las Vegas Blvd North,
Las Vegas, NV 89101) on March 25, 2006 and March 26, 2006 from 10am -
6pm on both days for FREE for the state convention that we are required
to hold after the Spring Equinox (March 20, 2006).
I further propose that we work on raising funds specifically to help
subsidize transportation costs from northern Nevada to the state
meeting in Las Vegas.
Also, permission will be given for Jason Halprin to reserve the room on
behalf of the Green Party of Nevada at the Las Vegas Library once this
decision has been made.

1/23/2006. We need to act relatively quickly in order to reserve the
room at the Las Vegas Library as space is filling up fast. So, please
throw out your ideas so we can make this decision quickly or move
slower on this decision if that's what we need to do.

III. EXECUTIVE COUNCIL EMAIL LIST
Status: Adopted
Description:
Background
-----------
This proposal is based on discussion from the Executive Council e-mail
meeting. Transparency and grassroots participation are two of the main
strengths of the Green Party philosophy. Registered Green
representation regarding all decisions made for the party is important.
Currently, the Executive Council consists of four people. Four people
cannot successfully guide the Green Party of Nevada without input from
the rest of the registered Greens in Nevada. Growing the green party,
increasing membership and participation in the Executive Council, and
coming together as registered Greens are all necessary to build a
successful Green Party of Nevada. A successful Green Party of Nevada is
important not only to the oppressed and exploited members of this
society, but to everyone living in Nevada and the surrounding areas.
Prosposal
-----------
1. Create a private, moderated e-mail list similar to the dasbistro
e-mail lists (nvgreen, clarkcountygreen, northnevadagreen) for the
Executive Council to use for voting and discussion. The name of this
list will be: gpnv-exec
2. Invite all registered Greens to participate as observers on this
new e-mail list.
3. Place a link (or links) to this new e-mail list on the Green Party
of Nevada website.
4. Moderation and facilitation of this e-mail list will rotate
between members of the Executive Council every two weeks in conjuction
with the two-week meeting minute schedule. Executive Council members
may choose *not* to facilitate if they are not interested nor
comfortable.
5. Hold frequent trainings in order to teach members of the Executive
Council how to moderate and facilitate the e-mail list.
6. Draft and approve e-mail discussion procedures that include
facilitation, recording of minutes, proposal creation and guidelines,
voting, how observers may participate, and other important details.

Description:
"All persons should have the rights and opportunities to benefit equally
from the resources afforded us by society and the environment. We must
consciously confront in ourselves, our organizations, and society at
large, barriers such as racism and class oppression, sexism and
homophobia, ageism and disability, which act to deny fair treatment and
equal justice under the law." (Visit

The Green Party recognizes that though steps have been taken and strides
have been made to give all people equal rights within our electoral
system, the workplace, the law, as well as society at large, we have
inherited a system that is still [DELETED - unequal and discriminatory
- DELETED] [ADDED - oppressive and exploitative. The Green Party of
Nevada strives to end oppression, exploitation, and domination in all
forms throughout Nevada. - ADDED]
Nationally, the Green Party calls for the equality of [DELETED - women's
and minority's pay - DELETED] [ADDED - of pay among all working people -
ADDED]; the recognition of rights in the lesbian, gay, bisexual, and
transgendered (LGBT) community; enforcement of agreements with
indigenous peoples; improved protections of the rights of women,
veterans, and youth; better support for the homeless, elderly, and
disabled; as well as the protection of the individual's right to
personal religious belief, or to no belief.
Within government, the Green Party is fighting for equal representation
and participation in our electoral system for [DELTED - women and
minorities - DELETED] [ADDED - oppressed and exploited lower-income
women and people of color. - ADDED]
Locally, the Green Party of Nevada also calls for the decriminalization
of homelessness (particularly in Clark County where Las Vegas has been
ranked the fifth meanest city in the country), and better support for
[DELTED - the homeless. - DELETED] [ADDED - homeless individuals and
families. - ADDED]
It is time, in the United States, in the year 2006, to live up to our
reputation for "liberty and justice for all." The Green Party will be
here - in this year and the next - to fight for those without
representation, that still face discrimination, and that want our
country to truly be the "land of the free."

J. Since, nationally, women still earn only 70% of men's wages for equal
jobs, the Green Party calls for the introduction and passage of federal
and state laws to achieve pay equity, and funding for the enforcement
of such laws.
L. The Green Party supports real reforms to end poverty and return
dignity and opportunity to all mothers. We call for implementing
innovative programs that work with the particular and special needs of
motherhood. We also support other programs such as a universal basic
income (known also as a guaranteed income or Citizen Dividend, as
described in True Cost Pricing and Tax Fairness ) that will provide for
those who nurture the next generation - work that is of incalculable
importance to our society.
2. The development of the United States has been marked by conflict over
questions of race. Our nation was formed only after Native Americans
were displaced. The institution of slavery had as its underpinnings the
belief in white supremacy, which we as Greens condemn. In slavery's
aftermath, people of color have borne the brunt of violence and
discrimination. The Green Party unequivocally condemns these evils
which continue to be a social problem of paramount significance.
5. In keeping with the Green Key Values of diversity, social justice and
feminism, we support full legal and political equality for all persons,
regardless of sex, gender, or sexual orientation.
7. The United States Bill of Rights guarantees freedom of religion. We
affirm the right of each individual to the exercise of conscience and
religion, while maintaining the constitutionally mandated separation of
government and religion. We believe that federal, state, and local
governments must remain neutral regarding religion.

V. CANDIDATE HANDBOOK
Status: Open for Discussion
Description:
Whereas our Green Convention is rapidly approaching, and in order to
fulfill the bylaws and spirit of the Nevada Green party --specifically
the wording regarding our duty to help elect Greens to office -- I
propose that we of the EC use what time we have available to attempt to
create a candidate handbook for Nevada Greens - to the best of our
ability in this short time. And that this handbook be available to
those at the convention who may be interested in running for office in
Nevada this election cycle.
And also that any readers of the EC online meeting be encouraged to
participate in this project by offering their ideas and opinions on how
best to accomplish this task.
And further, since the deadline between our convention and the last day
to file (individual) petitions will be very short (slightly over a
week), that we have available for any who wish to run, a copy of the
Minor Political Party Candidate Petition form (state of Nevada), for
their use, and also that we make an attempt to get a network of
dedicated signers, and petition people ready beforehand so that we CAN
get candidates on the ballot on 2006.
I propose that we ready ourselves to make a triage effort to pre-secure
sufficient signators so that those wishing to run will have the
required 250+ signatures, and be within the alloted timeframe.
