[NV Greens] Using the NV Green Bylaws for all county parties

I agree with Tracy. The NV Green Bylaws are sufficient. The only addition or change I would like is to include is that voting members can be 'non-green party registered' persons who have attended 3 meetings in a rolling year.
We have not had a quorum here in Clark County for 2 years in a row, & thus have not been able to even elect officers by our Clark Green Party Bylaws. I'm hoping that on Sunday, July 17th when we have our next meeting, we will have a quorum as defined by the NV Green Party Bylaws & will be able to elect officers & make decisions about regular NV Green Party meetings. 
I hope there will be people in Reno able to phone in.
Perhaps a better time/day could be found than the third Sunday of the month at noon.
Any suggestions or comments?
