Greetings,
I heard of your organization a few days ago on Sacramento Public Radio.
Both houses of the Legislature are based on territory. As such, they
are redundant
and one of the houses could be abolished to save money.
However, a better way would be to base the representation of one of the Houses
on ideas/philosophy. All California should be one district and the
seats should be
apportioned in proportion to the number of votes each party wins.
(And all political
parties should be equal in status; no major or minor parties)
The other House would not change. However, the person who represents
the electoral
district should be elected by the majority of voters, i.e. 50% + 1
vote. The best way to
achieve this and avoid expensive run-off elections is to use Instant
Run-off Voting (IRV),
which San Francisco now uses.
Implementing these changes would give California the most truly
representative Legislature
in all of the United States. Each California voter would have a
representative who reflects
the voter's ideology, and another representative who represents the
physical area where
the voter lives.
If Arnold the Governator says he doesn't understand these reforms,
tell him to look at his
native Austria.
As for voting machines, they have to go. In a democratic republic the
citizens have rights and
obligations. There is an obligation to serve on juries, and there
should be an obligation to
conduct elections and count paper ballots in public with the voters
serving as witnesses in the
polling station right after the polls close.
You no doubt know Stalin's infamous quote: "He who votes decides
nothing. He who counts
the votes decides everything." The citizens must count their votes in
public with all fellow
citizens serving as witnesses.
If your foundation were to advocate reforms like these, you would be
doing all of us a great
service.
