IX. GPNV STATE NOMINATING CONVENTION
The E-mail meeting of the Executive Council of the Green Party of Nevada
is an ongoing meeting. Minutes will be published every two weeks that
will document decisions made and discussions held during this ongoing
online meeting. This E-mail meeting is meant to supplement the regular
face-to-face meetings of the Executive Council of the Green Party of
Nevada. If non-Executive Council registered Greens would like to
participate in this meeting, please contact an Executive Council
member, e-mail gpnv at clarkcountygreens.org, or join us at the next
Executive Council face-to-face meeting. Please distribute this to all
registered Green Party of Nevada members.

* The Green Party of Nevada Executive Council (GPNV-EC) has lost four
members and gained one member in the last six months;
* The GPNV-EC is responsible for facilitating the state meetings and
conventions;
* The GPNV-EC must assure that the Green Party of Nevada exists with
the state and moves towards ballot access and then election;
* The GPNV-EC benefits from being wholly transparent and encourages
registered Green participation; and
* A current agenda item in the GPNV-EC e-mail meeting is outreach and
education;

We need your help planning for and organizing the state meeting in

The Green Party of Nevada is not like other electoral political parties.
That's why we're registered as Green ... we know that this party is
different. But when we register as a Green, we don't simply sign up and
then sit back in order to watch what happens. We register knowing that
we seek a more participatory government and therefore, a more
participatory political party. We not only believe this, but we've
written it into our bylaws, our platform, and our Ten Key Values. Every
registered Green is responsible for helping to grow the Green Party of
Nevada. With this in mind, your elected Executive Council asks that you
get involved in any way that you feel comfortable so we can grow this
party together.

V. PAYPAL ACCOUNT

Description:
Set up a PayPal acct so we can take credit card donations over the
Internet and deposit those donations directly into the Green Party of
Nevada bank acct. Paypal will take 2.9% + $.30 per donation. We should
use this service until we can find something better.

VI. GPNV CREDIT CARD
Status: Approved
Description:
Background
-----------
The Green Party of Nevada needs its own credit card in order to sign up
for the VoiceNation voicemail service. In the past, we've had problems
with people using their own credit cards and then leaving the Green
Party of Nevada, thereby cancelling the account. In order to avoid this
problem, it is best if the organization can activate the account and
that way the people checking and maintaining the account can change as
they need to without fear of cancelling the account.
Nevada State Bank, the bank the Green Party of Nevada has its account
at, offers a Visa Business Credit Card for $30/year annual fee. This
fee may be waived if we ever spend more than $2500 in one calendar
year.
Proposal
----------
Fill out the forms needed to apply for an account and send the forms to
Nevada State Bank. Jason Halprin will be the personal guarantor for the
account to get it started. If the Executive Council decides to place
others on the account, this can be done at a later date. All credit
card transactions will be paid off in full once each statement is
created and all transactions will be documented prior to transactions
being made. We will also set aside $30 (out of $116) for the annual fee
each year.

VII. MEETING MINUTES TO BE APPROVED AFTER CREATION

Description:
Background

So far, during this ongoing e-mail meeting, we haven't posted the
minutes to the nvgreen, clarkcountygreen, and northnevadagreen e-mail
lists. This is partly due to the lack of response in terms of approving
the minutes and because there has been no time-limit for approval of the
minutes. Because our recent decisions are financial in nature and are
important for the rest of the registered Greens, it is imperative that
we share this information and be as transparent as possible.
Proposal
----------
In the interest of updating registered Greens in a timely manner, I
propose that all votes on approval, disapproval, or changes to the
e-mail meeting minutes be cast within 4 days of the initial meeting
minutes e-mail. A consensus of a quorum (currently at least 3 out of
the 4 members) of the Executive Council must approve of the minutes
within 4 days of the initial e-mail and then on the 5th day, the
minutes may be distributed to the nevada green e-mail lists. The
co-chairs will be responsible for distributing the minutes to the
e-mail lists.

VIII. CO-CHAIRS TO BE OBSERVERS ON GPUS NATIONAL COMMITTEE

Description:
Background

The National Committee of the Green Party of the United States is the
equivalent to the Executive Council of the Green Party of Nevada. The
National Committee is made up of representatives from each state party.
There are two e-mail lists that are important to the inner workings of
the National Committee, USGP-DX and USGP-COO.
Proposal
----------
In order to keep track of current National Committee issues and
discussions and in order to learn about how the National Committee
works so we can duplicate the process here in Nevada, I propose that
the two co-chair positions within the Executive Council be observers on
both e-mail lists (USGP-DX and USGP-COO) and send a report to the
Executive Council on current National Committee proposals, discussions,
and votes on at least the 1st of every month and more often if the
observers feel this to be necessary.

Description: It has been put forward that the following is needed to

If there are no objections, I will volunteer to handle the agenda and
promotion. The volunteers for the above items are now as follows:

Also, remember that members can still help with any of these issues, so
please volunteer any time/effort that you can.
Action: Possible cities for the state convention include Tonopah, Ely,
Eureka, and Las Vegas.
